International Alliance of BRICS Strategic Projects participated in BRICS Civil forum in Fuzhou (10-12 June, 2017)
Within the frames of the Chinese round of presidence in BRICS in 2017 for the first time on a single platform two traditional formats of interaction development have been integrated, namely the academic and the civil tracks; as well as a new format of cooperation between five political parties proposed by China. Thus, the Chinese party decided to integrate the three dialogues which have emerged from BRICS Academic forum, which was held for the ninth time already. It is worth mentioning that the first BRICS Parliamentary forum took place in 2015 upon Russia's initiative.

The main purpose of BRICS today is institutionalisation of the organisation which must include two areas: creating new institutes of BRICS, such as BRICS' New Development Bank; initiatives for cooperation in new areas of interaction. Thus, for instance, in 2016 India launched a new format of cooperation between BRICS cities for the purpose of regional development (International workshop "BRICS Smart Cities"). Besides, it is necessary to increase interaction of BRICS countries not only within the organisation but within the frameworks of other international organisations and forums.

To consolidation of the Chinese expert community as well as to success of the Chinese presidence in development of new formats of cooperation (International BRICS Workshop "BRICS Cyber Economy and Cyber Security", International workshop "Cooperation of BRICS countries and international production chains", etc.) was devoted the speech delivered by Mr. Luan Jianzhang, Secretary General of CCBTC and Director General of Research Office at International Department of the Central Committee Communist Party of China.

Simultaneously there were taking place sessions of BRICS Civil Society Organizations Forum where over 30 reports were delivered, which mostly were devoted to the development of BRICS countries humanitarian cooperation, to interaction of civil organisations, to the role of non-commercial organisations in the increase of significance of developing countries in international relations, to humanitarian and educational exchanges, to inter-cultural dialogue within the frames of BRICS. Within the frames of one of the sessions Larisa Zelentsova, President of International Alliance of BRICS Strategic Projects took the floor with the presentation of resolving the problem employment of disabled people in Russia.

For the first time a Forum of BRICS countries political parties took place in Fuzhou. The Communist party of China invited representatives of political parties of other countries of the "five" to have a dialogue, among them there are: Party of Brazilian Democratic Movement, "United Russia", Communist Party of the Russian Federation, "Just Russia" party, Liberal-Democratic Party, Indian People's Party, South African Communist Party, etc.

Another novelty of the Chinese party was an invitation to participate in the Forum to 28 countries in "outreach" format, among which there were representatives of Indonesia, Malaysia, Philippines, Cambodia, Egypt, Nigeria, Ethiopia, Kenia, Argentina, Chile, Mexico, etc.

The Forum resulted in making the final declaration called "Fuzhou initiative".

Generally, one may say that the Forum was a success. Notwithstanding so many parties in, the Chinese party managed to realise on a high level all of its "know-hows" within the frames of the said event.

Taking the floor at the closing ceremony and summarising the Forum results Vyacheslav Nikonov, the CEO of the Russian delegation compared BRICS with five fingers of one hand which turns into a fist: "We have become stronger, to a major extent due to the fact that we are together. So that others listen to you it is not obliatory to act with your fist - showing it is sufficient. We have demonstrated that together we are a significant power in the modern politics." Besides, he expressed a wish to hear voices of a young generation from Forum tribune more often: "Sooner or later we all will resign but BRICS will continue its functioning. BRICS will never resign."
