First-ever UN report on disability and development, illustrates inclusion gaps
December 3 is International Day of Persons with Disabilities, dedicated to the observance of equal rights and full participation of people with disabilities in society. There were created communities and numerous specialized NGOs to protect the rights and interests of people with disabilities in Russia People with disabilities, the families in which they live, continue to be in a very difficult situation and are limited in their opportunities. Numerous obstacles prevent them from leading a full life and isolate them
from society, leaving them face to face with their problems.

These people should be equal members of society, although they sometimes need the help and understanding of others. They deserve respect for their personal freedom. In the new social policy of Russia there are many good initiatives, developed laws aimed at solving problems and the development of inclusion.

In Russia, the state policy is quite actively implemented, the main vector of which is aimed at updating the commitments undertaken by the Russian Federation in 2012 "Sail of hope", as a coordinating management and expert organization of the international level, is entering 2019 with the new program.
