The delegation of Interregional Public Charitable Organization " Sail of Hope "and the international Alliance of BRICS Strategic Projects (BRICS Alliance) took part in the 57th session of the UN Commission for Social Development (11-21 February 2019, UN headquarters in New York) - "Addressing inequalities and challenges to social inclusion through fiscal, wage and social protection policies" and organized its Side Event: "To Survive and Thrive in a New Digital Reality: threats and answers. Decisions and practices»

On February 13 Mission of the Russian Federation to the UN hosted the members of the delegation and organized a meeting with Permanent Representative of Russian Federation to the United Nations and the Security Council, Ambassador Extraordinary and Plenipotentiary Vasily Nebenzia.

Mr. Nebenzia highly appreciated the work of the Interregional Public Charitable Organization of Assistance to Persons with Disabilities "Sail of Hope" and the international Alliance of BRICS Strategic Projects in solving foreign policy problems of Russia, which promotes dialogue with foreign partners, overcoming existing stereotypes, preventing the emergence of new dividing lines.

He noted that he considers it important to interact more actively with civil society, to contact with opinion leaders, non-governmental organizations, the media, experts interested in developing relations with Russia. After all, in today's world, many people feel sincere sympathy for our country, the great culture and its traditional values.

The members of the delegation expressed their gratitude to all the staff of the Russian Mission to the UN and personally Vasily Nebenzia for their constant help and support of our organizations in the work at the UN.

The opening of the event began with the Welcoming speech of the President of "Sail of Hope" and the BRICS Alliance Larisa Zelentsova, who noted that government agencies and non-governmental organizations should use innovative methods to involve people with disabilities in public life. "At the beginning of the 21st century, leaving a significant part of the world's population outside of public life is not just a tragedy, but a crime," she stressed.

Further, the host, Vice-President of "Sail of Hope" Yury Alekseev, emphasized that the Russian delegation carefully read the report of the Secretary-General on the priority theme "Addressing inequalities and challenges to social inclusion through fiscal, wage and social protection policies". He shared with the participants of the event the current situation and talked about what measures taken in Russia to solve the existing problems. Thus, in May 2018, the President of the Russian Federation signed a Decree "On national goals and strategic objectives of the Russian Federation for the period up to 2024". One of the main national goals is to improve the standard of living of citizens, create comfortable conditions for their living, as well as conditions and opportunities for self-realization and disclosure of talent of each person.

Among the most important tasks directly related to solving the problems of inequality and social integration is to ensure sustainable growth of real incomes of citizens.

In the framework of implementation of the mentioned Decree of the President of the Russian Federation in the end of last year passports of 12 national projects, three of which ("Demographics", "Health care" and "Education") contain a set of policies and institutions that reduce inequality, were approved.

The contribution to the solution of the tasks of the "Sail of Hope" is the creation and implementation of the program of system support and improvement of the quality of life of people with disabilities and citizens of the older generation, creating conditions for active longevity.

Within the framework of the national project" Demography", a separate Federal project was developed – "Older generation", aimed at creating a system of long-term care for the elderly and disabled, and a joint program for the development of human capital of the country.

Then a Memorandum of Friendship, Cooperation and Understanding between "Sail of Hope", BRICS Alliance and the American India Public Affairs Committee, in the face of President Jagdish Sewhani (USA, New York) was signed.

This year, the UN Commission has made the priority theme "addressing inequalities and challenges to social inclusion through fiscal, wage and social protection policies." As we go through today's module, we'll hear about how said policies are shaping and challenging Russia /World in the new digital landscape.

> But first, let's talk about why this matters. Reducing inequality is at the heart and intersection of all of our global agendas ; be it sustainable development, sustaining peace or the prevention of global suffering. As president of the American Indian Public Affairs Committee, I work with USA and other countries for global peace through dialogue .

> Despite our efforts, which are aided by powerful weapons in our policy arsenal to address inequalities, we as people, continue to move at a glacial pace. While nearly 1.1 billion people have risen from extreme poverty since 1990, vulnerable groups, which include women, children, youth, persons with disabilities, indigenous peoples, and older persons, still suffer greater degrees of poverty.


> At last year's commission, we learned that the reduction of inequality has clear social and economic benefits – it strengthens people's sense that society is fair and improves social cohesion and mobility. But one tool that we continue to overlook to help us reduce inequality is technology.

> Our societies have to evolve in sync with new technologies or we all risk being left behind and ill adapted to the new reality around us. The way we innovate our social policies is just as important as how we innovate technology. Interconnectivity and digital technologies are an important piece of the development puzzle. Innovations, such as artificial intelligence, mobile payments, high-speed Internet or blockchain create new economic opportunities for all sectors of the society and enable progressive and inclusive social policies that leave no one behind.

> There are many ways that interconnectivity can improve the lives of people, especially in remote, rural communities around the world.

> In India for instance, access to the Internet opened a whole new world of possibilities for many struggling communities. Qatar and india has developed a range of informational materials, such as mobile apps and online resources that help children, parents and educators understand and teach new technologies in an accessible way. Different countries are taking different steps to leverage technology to help reduce inequality and increase access to information.

> In India The Prime Minister Modi has brought about Digital Revolution. 500 million people have affordable health through National health protection Scheme. Hundreds of millions have for first time Bank Account , where they get money directly from government without any middle man . Digital revolution has also helped millions of farmers getting better price for their Crop.

> Innovative social policies and interconnectivity can also help in areas, such as access to new digital technologies, gender equality and freedom of information. Ensuring that women and men have equal access to digital technologies and freedom of expression is especially important if our societies are to develop evenly and leave no one behind.

> Along with everyone else here, I am truly excited to hear about the Russian landscape and how key policies will continue to shape their society.

Marii Boucher spoke about the application for mobile devices developed By the Austrian school of Etiquette. This app contains training on etiquette, after passing which, the person receives a rating of the social and cultural responsibility. A person who has successfully completed training, with a high standard deviation, receives many privileges and socially significant services from government and commercial structures. The Austrian higher school proposed to introduce the rating of North Kazakhstan region in the electronic passport of a person.

K. Vylegzhanin, a head of the Expert group, proposed to create an international network of volunteer activities in the field of social services using the digital blockchain cryptologie. "As international virtual coins, you can use a digital token - "Virtoken", which will provide charitable services - household, social, educational, medical, transport, legal and other", - stated the initiative.

Yuri Gugnin, Mile Unity Foundation, a member of the Board, presented "Wealth of Nations: how to create local sovereign wealth funds and local emissions to invest in infrastructure projects, increase GDP, transparency and eliminate financial inequality". It is proposed to use the existing system of cross-border payments through a digital platform using XDR. The digital SDR index is tied to a stable basket of world currencies and provides close stability to the participants of the transaction.

The discussion included other tasks of the round table agenda: empowerment of people affected by natural and man-made disasters, reduction of inequality - solving the problems of differentiated assistance to people with disabilities, the elderly and young people.

Concluding the Side Event, Yury Alekseev thanked the Permanent Representatives of Foreign Missions to the UN - America, Canada, India, the Republic of Belarus, Turkmenistan, Poland, Latvia, Armenia, the Philippines, Nigeria, Vietnam, Rwanda, ITA and especially the Mission of the Russian Federation, and called the solution of problems of social inequality acute and mandatory to address. He proposed to continue the work, discussion and interaction, using the online resources of the global digital economy. He told that all reports wouldl be posted on the website of "Sail of Hope", BRICs Alliance and the UN, and proposed to add their initiatives and solutions to the tasks of combating inequality and problems of social integration.

As a result of the work of the Side Event, a Resolution was adopted to recommend the formation of a permanent Working group of experts on human capital within the framework of the UN Commission for Social Development. The priority directions of work of the working group on development and capitalization of human potential of the UN countries were offered. The experts that our organization is ready to send to this Working group have already been selected.

On May 15, the American Jewish Committee (AJC) hosted our traditional meeting with our compatriots. We discussed a variety of issues: from politics, culture to simple everyday life. See Appendix

Russian organization "Sail of hope" presented initiatives in the field of volunteering to the UN.

The members of the organization proposed to create an international network of volunteer activities in the field of social services using the blockchain and cryptologie.

UN, February 15. /TASS./ On Thursday at the meeting of the 57th session of the UN Commission for Social Development the Russian Interregional Public Organization "Sail of Hope" proposed to create an international network of volunteer activities in the field of social services using blockchain and cryptotechnology.

"As international virtual coins, it would be possible to use a digital token - "Virtoken", which would ensure the receipt of charitable services - household, social, educational, medical, transport, legal and other", - stated in the initiative of the organization, presented by its Vice-President Yury Alekseev. "Virtkey" could be the name, in honor of the volunteers and philanthropists, and legal entities and private individuals could use them, in particular, for supplementary pension payments to employees and for charitable programs to help the disabled.

Government agencies and non-governmental organizations should use innovative methods to involve people with disabilities in public life, - Larisa Zelentsova, President of the Sail of Hope organization and the international Alliance of BRICS Strategic Projects, said in an address to the forum participants.


"It is no secret that today most of our fellow citizens treat people with disabilities with pity or indifference, even with hostility, not realizing that these are the people who deserve special treatment," she said. - It is important that governmental and non-governmental organizations, private companies pay attention to encouraging and innovative activities for the further application of international norms and standards for people with disabilities. At a meeting of the Commission on Thursday, the Director of the "Austrian higher school of Etiquette" Marii Boucher presented a new development - an application for a smartphone that contains training courses on etiquette, including for disabled people. After completing these courses, the user receives an electronic rating of social and cultural responsibility, which could give benefits in education, travel and employment. In particular, there was a proposal to include the rating of North Kazakhstan region in the electronic passport in order to promote a culture of communication.

On the eve of the meeting of the Commission, a Memorandum of Cooperation was signed between the international Alliance of BRICS Strategic Projects, the organization "Sail of Hope" and the American - Indian Public Affairs Committee in order to expand cooperation on a wide range of issues.
