The problems of the vulnerable layers of the population come to the core not only in Russia. Of course, they need help. However, it is important to support a regular, normal family. The switch in focus allows to formulate the philosophy of social protection in a slightly different way: when it is aimed at human development of all family members and in all its manifestations, - social protection becomes effective and long-term.
The delegation of the Interregional Public Charitable Organization of Assistance to Persons with Disabilities "Sail of Hope" took part in the 55th session of the UN Commission for Social Development held from 1 to 10 February 2017 in the headquarters of UN in New York. The delegation includes members of the NGO "Sail of Hope", representatives of public organizations, as well as young scientists and specialists in the field of social development from different regions of Russia: Yekaterinburg, Novosibirsk, Irkutsk, Moscow.
In accordance with the program, on January 30 and 31 delegates attended a Civic forum on "Strategies for sustainable development of the population through eradication of poverty". The forum discussed the Program of work of the United Nations up to 2030 and the sustainable development goals (SDGs). The speakers paid most attention to eliminate poverty and hunger in all its forms, food security and improving nutrition. They proposed measures to promote sustainable development of agriculture, methods of protection of the population of developing and underdeveloped countries. The concept of the global coalition for social protection was presented to the participants of the forum by Mr. S. Zelenev, Executive Director of the International Council for Social Welfare.
The problem of hunger is closely interrelated with the problem of backwardness of the third world countries. Like other productive sectors, agriculture in most developing countries, does not meet the scientific and technical level of the world economy. Uncontrolled population growth in developing countries has a significant impact on hunger in the modern world. Transnational companies owning plantations or controlling the sale of grown products, do not alleviate food hardship of the young states.
The fact that the developing world is an extremely unfavorable position in international economic relations plays an important role. High rates of urbanization, leading not only to ordinary growth of needs in commercial food, but also to a qualitative change in the diet of the population, making the demand for many products previously not produced, directly affect food situation in developing countries. The consequences of environmental crises, soil erosion and desertification, which largely determine the extent of underproduction of agricultural products, can't be ignored. The real nutritional status of the population of underdeveloped countries is evidence of the incredible complexity of the food problem. Humanity in the foreseeable future must work to eliminate hunger, but we are talking about a comprehensive solution to all problems.
1 February. Official opening ceremony of the 55th session of the Commission for Social Development. The meeting was opened with welcoming remarks by Peter Thompson, Chairman of the 71st session of the UN General Assembly. In his speech, he said that for many economists to calculate the social aspects seems completely unnecessary, but the ultimate goal of economic policy in the long run is strengthening security, improving the welfare and expanding the freedom of citizens, i.e. the ultimate goal, by definition, is social. After all, society exists for a human been, and the economy is not hanging in a vacuum. At the same time, the presence of huge pockets of poverty even economically is dangerous to society for many reasons.
Mr. Artem Demin, Adviser to the Head of the Federal Agency for Youth Affairs "Rosmolodezh", emphasized the importance of the study of various forms of interaction between public organizations and categories of population with low standard of living, and the necessity of following the policies of UN agenda against poverty and hunger. According to him, this is the main goal, with solution of which will be possible to achieve sustainable development programs and projects, aimed at improving the quality of life of the least protected population in all countries of the world.
In the frames of the visit there were meetings of the informal format, which included the establishment of new informal ties between public and state figures, representatives of business, culture, politics and media.
Pursuant to this task, on February 2, at the law office of Mr. Ravi Patri there was a meeting of the members of the Russian delegation with the ex-Senator of the Assembly of the state of New York Alec Brook-Krasny, who has won wide popularity in Russia as the first Russian Deputy of the legislative Assembly of the state of New York, politician-Democrat, public figure, philanthropist and entrepreneur. In addition, Alex Brook-Krasny is the holder of the laureate title "Entertainment Entrepreneur of the Year", awarded by the national magazine "Leisure and Entertainment Management". Head of the Russian delegation Larisa Zelentsova initiated introduction of participants and discussion of possible interactions between people of different countries and types of activities in the implementation of important projects, aimed at improving the quality of life of the population. Opportunities for international cooperation was offered by Sergey Stepanov (Novosibirsk), who presented his NGO "Gemma" as a possible partner of entrepreneurs in Brooklyn. Following the meeting, the discussion involved a number of proposals for bilateral cooperation relating to each of the participants.
February 2 - a meeting with Peter Brown, the last producer of the Beatles and CEO of BLJWorldwide.com; Mark Smrikarov, Executive Vice President of the same company. It was agreed to jointly hold a public Forum on autism at the UN in April, 2017 with the exhibition of the Bashkir artist Vasil Hannanov and his son Timur, who suffers from autism.
February 3 - Side Event "Russian solution for the world: technology, methods and options for sustainable development management: theory and practice". The discussion was moderated by the President of the NGO "Sail of Hope" Larisa Zelentsova. Side Event was attended by representatives of public and government organizations of such countries as Mexico, USA, Russia, Japan, Saudi Arabia, Brazil, India, China, South Africa, Qatar, Argentina, and many others. The speakers sounded the information about the achievements of the Russian Federation and, in particular, the Ministry of labor and social policy of the Russian Federation in the field of solving social problems; addressed issues of poverty (including extreme poverty), adopted proposals for its eradication. They also discussed the challenges of globalization of social justice through the development of an innovative model of development of society and the interaction of the state with it. The speakers talked about social innovation, investment and new technologies used in Russia's most innovative companies working on new principles of work organization and employment relations.
Yuri Alexeev, Ambassador in Charge of the Republic of San-Marino, Chairman of the Board of Directors of "OPTIMA PROJECT", shared innovative experience in the development and enhancement of human capital (based on the experience of management of Human Agency). The subject of the report - "Strategies of territorial development's management as a summand of sustainable development of civilizations". The main thesis were: the need to allocate labor in a particular type of public ownership, in a corporation for a fair contact with the business for the services of labor. As well as the introduction into circulation of digital currencies in the territories to meet the needs of workers in services of social sphere on the basis of modern achievements, and the blockchain technology.
A report on the theme "Comprehensive Program to restore soil fertility: fight against hunger and unemployment" (OASIS Program) was made by Viacheslav Bykov, Doctor of Medical Sciences, FAO representative. The concept of the OASIS Program for the desert regions of the world is creation of hectares/acres of farmland, orchards, etc. "turnkey" by:
- production and delivery of parts to restore fertility;
- production and supply of machinery and equipment for work;
- training of the population by scientists – soil scientists, agronomists and other specialists at all stages from the creation/restoration of soils to the production and processing of agricultural products.
International "OASIS Program to restore the fertility" in the desert areas of the world can become the main goal for the world community, when we move from war and conflict to creativity for the benefit of humanity and our planet. The implementation of OASIS in the territories of the world will allow to solve a number of social and food programs, including programs of the UN for developing countries and the starving population; there were the following theses:
- to create conditions for food production, not to supply food;
- to create millions of labor places, which in turn will reduce emigration flows of refugees.
Dmitry Abrosimov, Doctor of Medical Sciences, WHO representative, the owner of a network of dentistry "Novadent" in Moscow, made a report on "Innovations in healthcare: stock exchange capitalization of social medical companies and the provision of accessible and high-quality public services ". Issues for discussion were the need significantly to improve the level of medical (dental) services in the regions of Russia – including those whose development is lagging behind Central areas, and reducing the "gray" off-budget component of the economy of medicine, by providing people with real and effective methods of positive influence on the quality of the services received. Some of the questions dealt with how to create new sources of profitable long-term funding of the industry, technological features, which require large investments, but have a high market potential and high turnover and return on investment.
Special attention of those present was attracted by a report of Marina Brilka, graduate student of Plekhanov Economy University, specialist degree in international economic cooperation, master degree in finance investment, a public figure, who in her report on "Modern Innovative Strategy: technology of food and industrial products processing for the maintenance of sustainable development. View from Russia" told about innovation in the field of food security. Implementation of the construction of multifunctional centers will ensure the safety of the agricultural sector and the food industry, and will also promote health and innovative production.
Ali Almussa, Director of "Beeloops", made a report "People closer to each other with technology". The main thesis were: creation of social projects on the platform of "WAKATI"; working out innovations of "artificial intelligence" to solve global objectives of the UN. Due to the fact that the number of unemployed population is increasing, it is necessary to create new versions of the software for instant determination of the economic and social characteristics of the market and the population used in this field.
Hitoshi Hirano, Director, writer, Ambassador of Peace, spoke on "Peacekeeping idea in the world of cinema." In his speech, said that currently the main goal and task for the filmmakers is to create a social film for the UN. It is an activity that must enter the discussion and distribution of films at festivals social movie.
Stepan Alekseev, the youngest member of the delegation, a schoolboy, Deputy Director of "Sail of Hope" Youth Department, spoke on "Start in life for young people: how the world works for self-realization" With the current pace of the global economy, young people need flexible and full system support of business and the State to start his career. For these purposes it is necessary to balance simultaneously several tasks. One of them is a creation of a system of forecast development of the global economy to understand demand for professions in the future, and systems of education in the field of economics to solve one of the main challenges in achieving the goals of sustainable development of civilization.
Ingrid Kim, Ambassador of Peace, an honorary member of the World Alliance "Peacemaker", editor of "Moscow. Events", made a presentation on the topic: "The Impact of media critics in the media picture of the world", in which the importance of media criticism in journalism was noted, and described issues and challenges of the international media forum in Sochi that will allow to develop the Manifesto of journalists.
In addition, the representative of the legal scope Victoria Semenovich (Yekaterinburg) shared the experience of a lawyer in a secondary institution (high school). Opportunities for international cooperation was offered by Sergey Stepanov (Novosibirsk), which presented his NGO "Gemma" as a possible partner of entrepreneurs in Brooklyn.
On 4 February, the delegation was invited by Helga Zepp LaRouche, founder of the Schiller Institute, to the conference "Victory-Victory: One belt, one road", - a new model of inclusive economic growth and sustainable development, - which addressed a new path of development of the United States, Russia, China and India in the prospect of peaceful economic development. In the interactive dialogue with Mrs. LaRouche by Skype Larisa Zelentsova and Vyacheslav Bykov expressed their opinion for the development of the cooperation in achieving SDGs.
At the meeting of the members of the Russian delegation with Janet Salazar, leader and founder of the organization "IMPACT Leadership 21" the participants received the invitation to take part in the "Power of collaboration global summit" at the UN.
As a result of participation of the Interregional Public Charitable Organization "Sail of Hope" in the 55th session of the Commission for Social Development, in addition to the presentation of Russian projects, there was the achievement of a number of agreements on further cooperation with the Commission in the field of social issues and sustainable.
